Time to create post of Estonian tourism minister?

Daisy Jarv, an Estonian tourism entrepreneur, writes that since tourism now forms fifth of Estonia’s income, the country is in need of a tourism minister. Today, tourism in Estonia falls within the administrative field of the Ministry of Economy and is under the management of Enterprise Estonia. Only a carefully thought out tourism policy can develop tourism in the desired direction. Tourism is an excellent propaganda weapon for a small EU country, but it's not possible to put Estonia on the map with the help of a simple ad campaign. The slogan “Welcome to Estonia” is not enough. The task of the state is to guarantee the private sector an entrepreneurship environment equal to those of the country's competitors. It is important to involve private-sector companies in strategic tourism planning.
